The Ho Chi Minh City People’s Committee has issued a resolution addressing outstanding issues in public-private partnership (PPP) investment projects. Specifically, Thu Duc City has been urged to expedite compensation and land clearance procedures for the parallel road project from Mai Chi Tho to the Vành Đai 2 ring road.
The specialized meeting, chaired by Deputy Chairman of the Ho Chi Minh City People’s Committee, Bùi Xuân Cường, involved Ho Chi Minh City leaders, relevant departments, and representatives from various entities. Notably, representatives from Thu Duc City were absent from the meeting.
Delays in Compensation and Land Clearance for Parallel Road Project
The Deputy Chairman of the Ho Chi Minh City People’s Committee urged the Chairman of the Thu Duc City People’s Committee regarding the investment project for a parallel road from Mai Chí Thọ Street, through the Nam Rach Chiec residential area, to the Vành Đai 2 ring road (at the An Phu interchange along the Long Thanh-Dau Giay expressway). Despite repeated warnings, Thu Duc City has failed to address the issue adequately, leading to delays in compensation and land clearance.

The Ho Chi Minh City Deputy Chairman requested that Thu Duc City leaders learn from their mistakes and report their progress by March 10.
Urgent Completion of Other Projects
In addition to the above, the meeting also highlighted the need to accelerate other projects. The Ho Chi Minh City People’s Committee required Nguyên Phương Real Estate Company to finalize their feasibility study for the project adjustment report and submit it for review by the Ministry of Planning and Investment (now the Ministry of Finance). The company must work with the Thu Duc City People’s Committee to agree on a detailed compensation and land clearance plan, ensuring completion by the second quarter.
Other projects, including the section connecting Pham Van Dong Street to the Go Dua – National Highway 1 interchange, the BOT Phu My Bridge project, and the BT Phu My Bridge approach road project, were also discussed, with specific requirements for collaboration, review, contract negotiation, and resolution of obstacles.
Deadline and Construction Requirements
For transportation projects, Ho Chi Minh City leaders urged entities to actively mobilize personnel, machinery, and equipment for construction. Developers are required to complete tasks such as the section from Mai Chí Thọ to Nguyễn Thị Định Street, and the Bà Dạt Bridge tunnel construction tender. All must be completed and operational by 2025 as per the schedule.
