Ho Chi Minh City’s People’s Committee Chairman, Nguyen Van Duc, recently met with the District 1 People’s Committee to discuss the city’s socioeconomic situation in 2025 and related issues regarding administrative restructuring. During the meeting, Mr. Duc proposed some bold ideas focused on reorganizing administrative units beyond existing district boundaries.

Analyzing Administrative Restructuring in Ho Chi Minh City

Amidst nationwide efforts to restructure local administrative units at the ward level, Ho Chi Minh City is actively exploring optimal approaches to its own organizational structure. District 1 leaders are considering two options: creating two new wards, Ben Nghe and Ben Thanh, by merging existing wards. This option aims to maintain current administrative boundaries, thereby avoiding unnecessary disruptions.

However, this proposal is still in the draft stage and needs review by the District 1 Party Committee before being submitted to the relevant authorities.

A New Vision: Restructuring Beyond District Boundaries

Ho Chi Minh City’s People’s Committee Chairman has introduced the idea of restructuring administrative units beyond existing district lines. Mr. Nguyen Van Duc provided specific examples, suggesting the merging of wards from District 1 and District 3, based on similarities in geography, economy, and demographics. This approach demonstrates a flexible and innovative approach to administrative organization, aiming to optimize management efficiency and better serve the citizens.

“We need to think big, act big, and consider solutions that go beyond existing limitations; proposing options that transcend current administrative boundaries,” emphasized the Chairman of the Ho Chi Minh City People’s Committee.

Current Status and Timeline of Administrative Restructuring

Previously, Ho Chi Minh City successfully reorganized 80 wards into 41 new ones, reducing the number of administrative units by 39. This decision was made in accordance with Resolution 1278/2024 of the Standing Committee of the National Assembly.

Recently, the Minister of Internal Affairs announced that the restructuring of local administrative units at the ward level will be completed by June 30, 2025. Nationwide, efforts will be focused on completing the merger of provincial-level administrative units by August 30, 2025, enabling the operation of these new provincial units starting September 1, 2025.
