Furthermore, the police will now manage legal records and issue legal record certificates from the Ministry of Justice; conduct driving tests and issue driver’s licenses from the Ministry of Transport; and handle information security from the Ministry of Information and Communications.
Transfer Requirements and Agreements:
To ensure a smooth transfer process, the relevant parties have reached specific agreements:
- Physical Assets: The Hòa Bình Police requested that MOLISA transfer the physical assets and documents of rehabilitation centers in their current state. MOLISA will continue to ensure benefits and policies for staff until the official handover.
- Personnel: The police department will accept personnel from rehabilitation centers if they meet the criteria.
- Funding: The 2025 funding for rehabilitation centers will remain unchanged and be transferred to the police department.
- Methadone Treatment: Since the Ministry of Public Security will not assume methadone treatment responsibilities, the Hòa Bình Police proposed transferring this to the Ministry of Health.
- Driver’s License Issuance: The police will receive all equipment and work documents from driving testing centers. They requested the Ministry of Transport complete the issuance or renewal of driver’s licenses for existing applications by February 19, 2025. After taking over, the police will issue driver’s licenses electronically and set a three-month appointment for obtaining the physical license.
- Legal Records and Cybersecurity: The police department will receive all relevant equipment and facilities for these tasks. This transfer does not include personnel.
