On February 12, the Provincial Party Committee of Hoa Binh held a conference to announce decisions regarding the reorganization of the political system and personnel assignments.

At the conference, the Hoa Binh Provincial Party Committee announced the end of operations for 8 Party Committees, 3 Provincial Party Steering Committees, and the termination of activities for the Party Committee of State Agencies.
The Provincial Party Committee also announced the merger of the Provincial Party Propaganda Committee and the Provincial Party Mass Mobilization Committee into the Provincial Party Propaganda and Mass Mobilization Committee. Mr. Vo Ngoc Kien, Head of the Provincial Party Propaganda Committee, was appointed as the Head of the newly formed Provincial Party Propaganda and Mass Mobilization Committee.
Additionally, the establishment of the Party Committee of Provincial Party Agencies and the Hoa Binh People’s Committee Party Committee was announced. Ms. Bui Thi Minh, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council, was appointed as the Secretary of the Party Committee of Provincial Party Agencies for the term 2020-2025. Mr. Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee, was appointed as the Secretary of the People’s Committee Party Committee for the term 2020-2025.
The conference also announced the Provincial People’s Council’s resolution and decisions by the Hoa Binh People’s Committee on the establishment of provincial specialized agencies; the decisions on the formation and leadership appointments of departments and sectors (post-merger).

Following the reorganization, Hoa Binh Provincial Party Committee’s advisory bodies decreased from 6 to 5 (reducing one body). There are now 14 subordinate party committees (increasing by one), 19 subordinate units under the People’s Committee (decreasing by 5), 39 reduced rooms, district offices, and public service units at the provincial level, and 31 reduced specialized rooms at the district level.
Secretary Nguyen Phi Long emphasized that the conference announcing the reorganization of the political system and personnel assignments is a significant political event for Hoa Binh province, marking the process of structural changes to align with current realities. This has been widely supported by party members, officials, and the general public.
“To date, the reorganization of Hoa Binh province’s organizational structure has been completed, creating an important foundation for successfully holding the Party Congresses at all levels and achieving the province’s political goals. It also prepares us well for entering a new era—the era of national rejuvenation,” Mr. Long stated.
