On behalf of the Standing Committee of the National Assembly, Chairman Tran Thanh Man has just signed and issued several resolutions of the 15th Standing Committee of the National Assembly.

Accordingly, Resolution No. 1402/NQ-UBTVQH15 by the Standing Committee of the National Assembly addresses the increase in the number of deputy ministers and heads of equivalent agencies.

The Standing Committee of the National Assembly resolved to increase the number of deputy ministers and heads of equivalent agencies within various ministries and equivalent bodies to meet the demands of personnel arrangement and restructuring during the ongoing government reorganization efforts.

Specifically, one additional deputy minister will be added, bringing the total number of deputy ministers at the Ministry of Foreign Affairs to no more than 7.

Four additional deputy ministers will be added, bringing the total number of deputy ministers at the Ministry of Finance to no more than 9.

Four additional deputy ministers will be added, bringing the total number of deputy ministers at the Ministry of Construction to no more than 9. Two additional deputy ministers will be added, bringing the total number of deputy ministers at the Ministry of Home Affairs to no more than 7.

One additional deputy governor will be added, bringing the total number of deputy governors at the State Bank of Vietnam to no more than 6.

This resolution takes effect from February 6.

Following the recently approved plan for restructuring and streamlining government organizations, the number of government entities will be reduced from 30 to 22, including 14 ministries, 3 equivalent agencies, and 5 bodies directly under the Government.

Under this plan, the Government will reduce 5 ministries and 3 directly affiliated bodies. Along with merging multiple ministries, the Government will no longer maintain the general department model or equivalent organizations under ministries, reducing 13 out of 13 general departments and equivalents, 519 bureaus and equivalents, 219 divisions and equivalents, and 3,303 sub-departments and equivalents.

After the decision to “merge 10 ministries into 5,” the number of ministers will also decrease by 5. Additionally, the number of heads of government-affiliated agencies will be reduced by 3. With the elimination of the general department and bureau levels, there will be a reduction of 13 general directors, 519 bureau chiefs, 219 division chiefs, and nearly 3,303 sub-department chiefs.
