On January 21, the Health Department of Ho Chi Minh City conducted an inspection at Saigon Reproductive Medicine and Andrology Hospital (part of Vietnam Phuc Saigon Joint Stock Company) following media reports about the “sex selection” practice. The hospital is located at 87 Ly Chieu Hoang Street, Ward 10, District 6.
Four Major Violations Identified
According to the inspection results, Saigon Reproductive Medicine and Andrology Hospital violated four key regulations set by the Ministry of Health:
- Unapproved In Vitro Fertilization Techniques: Although the hospital was licensed to perform IVF on May 31, 2024, it had not been approved for related techniques.
- Failure to Self-Certify Biological Safety Standards: The hospital’s laboratory has not completed the required procedures to self-certify compliance with biological safety standards.
- Incomplete Staff Registration: Medical staff involved in patient care were not fully registered to practice, and their activities did not align with their registered times.
- Unauthorized Advertising: The hospital posted promotional content without approval from the relevant authorities.

Enforcement and Remedial Actions
The Health Department of Ho Chi Minh City ordered Saigon Reproductive Medicine and Andrology Hospital to immediately cease all IVF procedures and related advertisements. Authorities will continue to investigate and address violations according to regulations.
Regarding the “sex selection” issue, Dr. H.C.C., the hospital’s head of professional responsibility, denied any involvement. However, the Health Department assured that they would continue investigating and take strict action if sufficient evidence is found.
Conclusion
Saigon Reproductive Medicine and Andrology Hospital’s violations of health ministry regulations not only damage the hospital’s reputation but also raise concerns about service quality and patient safety. The Health Department of Ho Chi Minh City will closely monitor and handle these violations to ensure strict adherence to healthcare laws.
