Vietnam’s Social Security Law (BHXH) for 2024 has been passed by the National Assembly with significant reforms, bringing tangible benefits to workers and contributing to the development of a sustainable social security system in Vietnam.
14 Major Amendments in the BHXH Law 2024

According to Dr. Pham Truong Giang, Director of the Social Security Department, the BHXH Law 2024 includes 14 major amendments compared to the 2014 version. These changes focus on expanding coverage, increasing benefits for workers, and improving the management efficiency of the social security fund.
1. Addition of Social Pension Benefits
People aged 75 or older without monthly pensions or social allowances will receive social pension benefits and health insurance (BHYT) funded by the state budget. Notably, those from poor or near-poor households aged 70 can also benefit from this policy.
2. Linking Layers of Support
The law introduces regulations linking social pension benefits with basic social security. Individuals who have not yet met retirement conditions but have contributed to BHXH will receive monthly benefits based on their contributions.
3. Expanding Compulsory BHXH Participants
