On February 13, the Lam Dong Provincial People’s Committee submitted a report to the Government Office regarding the status of delayed projects within the province. This report not only reflects the current state of these projects but also emphasizes the urgent need for reviews and solutions to ensure effective public investment.
Three Major Projects Facing Delays
Lam Dong Province currently has three significant projects encountering serious obstacles: the West Bao Loc Bypass Road, the Ta Hoét Reservoir, and the Dong Thanh Reservoir. Each project is crucial for the socio-economic development of the region, yet progress has stalled due to various reasons.
The West Bao Loc Bypass Road Project
This project was approved in 2011 with a total investment of 1.248 trillion VND, aiming to facilitate the transportation of bauxite from the Tan Rai mine to National Highway 20. Despite receiving 55 billion VND from the central budget in 2015 for site clearance, the project remains stalled due to insufficient additional funding.
The Lam Dong Provincial People’s Committee stated that this project is not included in the mid-term public investment plan for 2021-2025, leaving no basis for further financial allocation. Therefore, the province proposes halting the project entirely and focusing on finalizing the already completed components.
The Ta Hoét Reservoir Project
The Ta Hoét Reservoir project in Duc Trong District had its contractor selection plan approved. However, compensation and land clearance faced opposition from local residents. This led to the suspension of traffic and power line construction after initial efforts to proceed with some early components.
The Dong Thanh Reservoir Project
The Dong Thanh Reservoir project in Lam Ha District has a total investment exceeding 494 billion VND, with 334.7 billion VND already disbursed. However, a landslide incident in July 2023 forced the main components to halt. Surveying and determining the cause of the landslide are expected to conclude by April.
Causes and Responsibilities
The aforementioned projects are strategically important for Lam Dong’s infrastructure and economic development. However, challenges such as insufficient funding, disputes over land clearance, or natural disasters have caused delays. Notably, tardiness in reviewing these projects resulted in criticism from the Prime Minister.
According to instructions from Prime Minister Pham Minh Chinh, all ministries, sectors, and localities must urgently review and fully report on problematic projects by February 15. Cases of delay will be inspected and handled by the Government Inspectorate according to regulations.
Conclusion and Recommendations
The implementation of key projects in Lam Dong faces significant challenges, requiring close coordination between government levels and local residents. To address these issues, the following actions are needed:
- Enhance Investment Capital: The government should prioritize funding for critical projects, especially those related to transportation and irrigation infrastructure.
- Resolve Land Clearance Issues: Strengthen communication and dialogue with residents to achieve consensus.
- Promptly Address Technical Issues: For projects affected by natural disasters, quickly identify causes and propose solutions.
To ensure effective use of public investment funds, relevant parties must act decisively and transparently. Readers interested in updates can follow more articles on this topic on the COCC-EDU-VN website.
