Low-Emission Zones in Hanoi: A Solution to Air Pollution

Air pollution has become a severe environmental issue in Hanoi and the northern provinces of Vietnam. Since the beginning of winter, the capital has experienced prolonged periods of air pollution, significantly impacting residents’ health and quality of life. In response, Hanoi has implemented various measures, with the introduction of low-emission zones being one of the most notable initiatives.

Hanoi’s Resolution on Low-Emission Zones

At the end of 2024, the Hanoi People’s Council passed a resolution to implement low-emission zones across the city, effective from January 1, 2025. Under this plan, two central districts, Ba Đình and Hoàn Kiếm, will serve as pilot areas for the initiative.

During the seminar “Solutions for Implementing Low-Emission Zones in Hanoi,” organized by Tiền phong newspaper, Mrs. Trịnh Thị Minh Phương, Deputy Head of the Natural Resources and Environment Department of Hoàn Kiếm District, discussed the challenges and opportunities involved. She emphasized that implementing low-emission zones requires synchronization between infrastructure development and public awareness.

Challenges in Implementation

The implementation of low-emission zones in Hanoi faces several challenges, particularly related to transportation infrastructure and public behavior. Mrs. Phương noted that the lack of charging stations and the time required to charge electric vehicles are significant barriers. Hoàn Kiếm District is proposing to expand pedestrian streets and develop cross-district electric vehicle systems to reduce personal vehicle usage.

Mr. Nguyễn Cương Quyết, Deputy Head of the Natural Resources and Environment Department of Ba Đình District, also highlighted the complexity of addressing air pollution. He stressed the importance of raising public awareness and consistently applying solutions.

Detailed Guidelines from the Department of Natural Resources and Environment

Mrs. Lưu Thị Thanh Chi, Deputy Head of the Environmental Management Division (Hanoi Department of Natural Resources and Environment), stated that the department is developing detailed guidelines for implementing low-emission zones. Green transportation will be encouraged, while non-compliant vehicles will face restrictions or bans.

Hanoi has also approved a plan to develop a green-energy public bus system, aiming for 100% electric and green buses by 2035.

International Experience and Hanoi’s Prospects

Dr. Hoàng Dương Tùng, Chairman of Vietnam’s Clean Air Network, affirmed that low-emission zones are not a “magic wand” but one of many solutions to reduce air pollution. He emphasized the need for systematic planning tailored to local conditions.

In the short term, Hanoi needs to establish comprehensive documentation to support the implementation of the initiative in Hoàn Kiếm and Ba Đình Districts. This includes vehicle inspections, converting gasoline-powered motorcycles to electric ones, and expanding the network of charging stations.

Conclusion

Low-emission zones represent a critical step toward improving air quality in Hanoi. However, achieving success will require coordination among infrastructure, policies, and public participation. With determination and effort from all levels of government, Hanoi is expected to enjoy cleaner air in the near future.
