Decree 43/2025/ND-CP, effective March 1, 2025, outlines the new functions, responsibilities, authorities, and organizational structure of the Ministry of Culture, Sports and Tourism (MoCST). This significant change impacts cultural, sports, and tourism activities nationwide.

Objectives of the Decree:

New Organizational Structure of the Ministry of Culture, Sports and Tourism:
The MoCST comprises 25 subordinate units:
- Administrative Departments: Department of Organization and Cadres, Department of Planning and Finance, Department of Legislation, Department of Science and Technology, Training and Environment.
- Ministry’s Office, Ministry’s Inspectorate
- Specialized Departments: Department of Cultural Heritage, Department of Performing Arts, Department of Cinema, Department of Copyright, Department of Community Culture, Family and Libraries, Department of International Cooperation, Department of Fine Arts, Photography and Exhibitions, Department of Physical Education and Sports, Department of National Tourism, Department of Culture of Vietnamese Ethnic Minorities, Department of News and Press, Department of Broadcasting, Television and Electronic Information, Department of Publishing, Printing and Distribution, Department of Community Information and Foreign Information.
- Public Service Units: Vietnam Institute of Culture, Art, Sports and Tourism, Culture Newspaper, Culture and Arts Magazine, Digital Transformation Center for Culture, Sports and Tourism, Culture, Sports and Tourism Management Cadres Training School.
Division of Responsibilities:
Units 1 to 20 are administrative organizations, supporting the Minister in carrying out government responsibilities. Units 21 to 25 are public service units, serving the Ministry’s governmental operations.
Key Changes:
The MoCST also welcomed two new Deputy Ministers. Le Hai Binh, Alternate Member of the Central Committee of the Party, Editor-in-Chief of the Communist Magazine, was appointed. Phan Tam, Deputy Minister of Information and Communications, was also appointed.
Effective Date:
This decree comes into effect on March 1, 2025.
