On February 6, Deputy Minister of Culture, Sports and Tourism, Ms. Trịnh Thị Thủy, issued a directive to provincial and municipal People’s Committees regarding the need to ensure civilized, safe, and frugal festival activities this year.
The directive emphasizes the importance of enhancing state management of festivals according to assigned levels and authorities. It also instructs local festival organizers to strictly adhere to regulations and relevant legal documents to ensure festivals are conducted in a manner that guarantees security, safety, thriftiness, and aligns with traditional cultural practices and local customs.

The Ministry stresses the need to prevent excessive and wasteful festivals that waste people’s time and money, as well as the resources of society and the government. They also urge a review of service areas to ensure they do not encroach on heritage sites.
Additionally, measures should be taken to ensure security, order, river safety, fire prevention, and public sanitation.
Localities are encouraged to promote awareness and responsibility among all levels of government, sectors, communities, and tourists. Notably, officials, civil servants, and party members must strictly follow legal regulations concerning both organizing and participating in festivals.
Furthermore, the public is urged not to excessively burn offerings, which can be costly and wasteful, ensuring safety, thriftiness, environmental protection, and fire prevention.
Localities should enhance promotional activities about the origins of festivals, heritage sites, and revered figures, as well as the true values and meanings of traditional rituals during these events.
Moreover, localities should conduct thorough inspections and supervision before, during, and after festivals. Violations, particularly those exploiting heritage sites, festivals, and beliefs for personal gain or superstitious and gambling activities, should be promptly identified and dealt with seriously.
