Chairman of Nam Dinh People’s Committee, Mr. Pham Dinh Nghi, has recently requested all departments and sectors within the province to urgently review and finalize the restructuring plan to streamline the organizational structure before February 3rd. This move aims to enhance the efficiency of the local administrative system.
Current Situation and Future Directions
Following directives from the Central Government, the Party Committee of Nam Dinh People’s Committee has developed a plan to restructure and streamline subordinate organizations. Under this plan, the province will maintain two key departments: the Provincial People’s Committee Office and the Inspection Department. Additionally, 15 other departments will be reorganized and merged based on a model similar to the central government’s restructuring.

Specifically, 10 departments will be merged or integrated, including the Departments of Planning and Investment, Finance, Transport, Construction, Natural Resources and Environment, Agriculture and Rural Development, Science and Technology, Information and Communications, Home Affairs, and Labor, Invalids, and Social Affairs. Meanwhile, five other departments—Health, Education and Training, Industry and Trade, Justice, and Culture, Sports, and Tourism—will have their functions, tasks, and authorities adjusted to better meet developmental needs.
Expected Results After Restructuring
Before the restructuring, the total number of administrative units within the 17 departments in Nam Dinh was 136 (including 122 divisions and 14 bureaus), along with 104 public service units and 2 provincial-level administrative organizations (the New Rural Development Coordination Office and the Provincial Traffic Safety Office).
After the review and streamlining process, these numbers will significantly decrease. Nam Dinh will retain 12 departments with 101 subordinated administrative units (90 divisions and 11 bureaus), 99 public service units, and two provincial-level administrative organizations. Consequently, Nam Dinh will reduce 5 departments and 35 subordinated administrative units (32 divisions and 3 bureaus), achieving a 26% reduction compared to before the restructuring.

Additionally, the province will continue to maintain and streamline three public service units: the Provincial Project Management and Investment Office, Nam Dinh College of Economics and Technology, and Nam Dinh College of Culture, Arts, and Tourism. The Nam Dinh Radio and Television Station will also undergo restructuring according to the direction of the Provincial Party Committee.
Strong Leadership Guidance
Mr. Pham Dinh Nghi emphasized that the restructuring must be conducted scientifically, objectively, and in line with reality. He urged all departments to focus on completing the set goals. The merger of departments will commence immediately following approval from the competent authority, while the internal streamlining processes must ensure feasibility and effectiveness.
The Chairman also instructed the Steering Committee and the Party Committee of the People’s Committee to submit the plan for examination and approval by the Provincial Party Committee and Standing Committee before February 4th.
