In recent sessions, the National Assembly Standing Committee (NASC) has passed several important resolutions related to personnel management, including the transfer, appointment, and removal of key positions. These decisions reflect changes in leadership structures and demonstrate the National Assembly’s commitment to human resource management.
Mr. Trần Ngọc Khánh Returns to Ministry of Public Security
According to Resolution No. 1367/NQ-UBTVQH15, the NASC approved Mr. Trần Ngọc Khánh’s resignation from his position as Deputy Head of the National Defense and Security Committee of the XV National Assembly. This decision was made at Mr. Khánh’s personal request, marking the end of his temporary assignment and his return to the Ministry of Public Security. Mr. Khánh will continue to serve as a representative of the XV National Assembly while enjoying benefits and policies as stipulated by law.

Leadership Changes in Kiên Giang Province
The NASC also approved the removal of Mr. Mai Văn Huỳnh from his position as Chairman of the People’s Council of Kiên Giang Province for the 2021-2026 term, effective December 26, 2024, due to retirement. Concurrently, the NASC approved the election of Mr. Lâm Minh Thành, Deputy Secretary of the Kiên Giang Provincial Party Committee, as the new Chairman of the People’s Council for the same term.
Appointment of Chairman of North Giang Provincial People’s Council
At Resolution No. 1352/NQ-UBTVQH15, the NASC approved the election of Ms. Nguyễn Thị Hương, Permanent Deputy Secretary of the North Giang Provincial Party Committee, as the Chairman of the North Giang Provincial People’s Council for the 2021-2026 term, effective January 2. Ms. Hương currently serves as the Chairperson of the Provincial Inspection Committee.
Other Appointments
Additionally, the NASC approved the election of Ms. Võ Thị Minh Sinh, Member of the Standing Committee of the Nghệ An Provincial Party Committee, as the Head of the Delegation of National Assembly Representatives for the XV term in Nghệ An Province. Ms. Sinh is currently the Chairperson of the Vietnam Fatherland Front Committee in Nghệ An and a representative of the XV National Assembly.
Meanwhile, Mr. Đặng Xuân Phong, Secretary of the Vĩnh Phúc Provincial Party Committee, was transferred from the Delegation of National Assembly Representatives for Lào Cai Province to the Delegation for Vĩnh Phúc Province.
The NASC also approved the election of Ms. Đặng Thị Ngọc Mai, Chairperson of the Women’s Union of Long An Province, as Vice-Chairman of the Long An Provincial People’s Council for the 2021-2026 term, effective December 10, 2024.
Finally, the NASC decided to reappoint Mr. Hoàng Anh Công as Deputy Head of the Social Affairs Committee for a five-year term, effective February 15.
