Completing the Legal Framework
Completing the legal framework is a crucial first step in the digital transformation process. Specifically, the government will focus on clarifying and simplifying administrative procedures, avoiding the requirement for citizens to re-submit already digitized information. Prioritizing the reuse of digitized land data will streamline residency procedures.
Connecting Information Systems
Connecting the ministry-level and provincial administrative procedure information systems with the national population database is a key objective. This connection will create a unified platform for handling administrative procedures and providing online public services.
Developing Digital Identity
The Ministry of Public Security will collaborate with other ministries and agencies to issue digital identity accounts to all organizations, ensuring that 100% of businesses can complete online administrative procedures by July 1, 2025. Issuing digital identities for Vietnamese citizens abroad and collaborating on online birth registration for children are also important tasks.
Digitizing Vital Records Data
The Ministry of Justice will urge localities to expedite the digitization of vital records data. Localities that have completed digitization will collaborate with the Ministry of Public Security to connect, clean, and synchronize data with the national population database, optimizing the reduction of administrative procedures. The deadline for this is March 2025.
Implementing the Health Data Coordination System
The Ministry of Health will pilot the health data coordination system at several key hospitals, connecting with local healthcare facilities. The goal is to connect data between hospitals, reducing tests for citizens and enhancing healthcare service quality. The deadline for this is September 2025.
Developing Human Resources and Scientific Organizations
Investing in high-quality science, technology, and human resources is crucial. The government will increase the science and technology budget to at least 3% and continue to increase it over the next five years. Plans must be developed to reorganize scientific and technological organizations to concentrate investment in strong research organizations.
Applying Biometric Technology
The Ministry of Construction, in collaboration with the Ministry of Public Security, will implement biometric technology, including the VNeID platform, at all airports, ports, and border crossings, facilitating citizens’ movements. The deadline is September 2025.

Localities must research and promote a “zero-fee” policy for online administrative procedures. The deadline for this is July 2025.
