According to information from the Vinh Phuc Provincial Party Committee on February 13, nearly 300 public employees and civil servants in the locality have voluntarily applied for early retirement or resignation under policies outlined in Government Decree No. 177/2024 and Decree No. 178/2024. This move is part of a broader plan to streamline administrative structures and enhance operational efficiency.

Consolidation and Organizational Restructuring

In an effort to improve and optimize administrative operations, the Vinh Phuc Provincial Party Committee has issued several key decisions. One notable change is the merger of the Provincial Party Committee’s Propaganda Department and the Mass Mobilization Department into a single entity: the Propaganda and Mass Mobilization Department. Additionally, seven Party Executive Boards and three Party Leadership Groups have ceased operations, along with the dissolution of the Provincial Agencies’ Party Committee and the Provincial Enterprises’ Party Committee.

In their place, two new organizations have been established: the Party Committee of Provincial Party Agencies and the Party Committee of the Provincial People’s Committee, aligning with central directives. These changes aim to reduce functional overlaps while creating opportunities for younger generations to take over and maintain efficient operations.

A Spirit of Voluntary Sacrifice for the Greater Good

Many senior officials in Vinh Phuc have demonstrated a high sense of responsibility by voluntarily opting for early retirement to make way for younger successors. Notably, the head of the Provincial Party Committee’s Propaganda Department has retired 1 year and 6 months ahead of schedule, while a Provincial Party Committee member and Secretary of the Phuc Yen City Party Committee retired 1 year and 2 months early. It is expected that two more Provincial Party Committee members and several department leaders will follow suit.

The Vinh Phuc Provincial Party Committee has praised these officials for their dedication and sacrifice. Their voluntary early departure not only reflects a commitment to the common good but also aids the province in proactively managing personnel matters, especially in preparation for the 2025-2030 Provincial Party Congress.

Workforce Streamlining and Restructuring Plans

The Vinh Phuc Provincial People’s Council is currently reviewing content related to the restructuring of administrative bodies under the Provincial People’s Committee. The results will be finalized during the regular session in February, scheduled for February 19.

Simultaneously, the Provincial Party Standing Committee will implement plans to streamline the workforce and restructure civil servants, public employees, and laborers. The goal is to eliminate unnecessary positions, reduce inefficiencies, and focus resources on key areas. Specifically, the province aims to reduce the number of public employees and civil servants receiving state salaries by at least 20%, as stipulated in Decree No. 178/2024.

Chairman of the Vinh Phuc Provincial People’s Committee, Mr. Tran Duy Dong, has instructed departments and localities to compile lists of employees eligible for resignation or those who have voluntarily applied under Decree No. 178/2024. These lists must be submitted to the Department of Home Affairs by February 20 for consolidation and reporting to the Provincial People’s Committee.
