The revised Health Insurance Law in 2024 has introduced significant changes to the medical examination and treatment procedures, making healthcare services more accessible to the public. The Ministry of Health has issued Decree No. 02/2025/ND-CP to provide detailed guidance on these new regulations.
BHYT Medical Examination and Treatment Process Under the New Law
Adults
Participants in the BHYT program must present one of the following documents when seeking medical care:
- Physical BHYT card
- Electronic BHYT code
- National Identity Card or Level 2 e-ID account integrated with BHYT information through the VNeID app

If the BHYT card does not contain a photo, additional photo ID such as a national identity card, passport, or other identification papers must be presented.
Special Regulations for Children
For children under 6 years old, only one of the following is required:
- BHYT card or BHYT code
- In cases where a card has not been issued, a birth certificate, birth registration, or national identity card can be used.
For newborns, parents or guardians must sign the medical records. If there are no relatives available, a representative from the healthcare facility will handle the signature.
Other Special Cases
- Waiting period for card reissue: Present the receipt for the application and appointment for results along with any identification documents.
- Organ donors:
- Provide BHYT card information as per general requirements
- If the card is unavailable, present discharge papers from the hospital where the organ donation took place and identification documents
- Emergency cases: Patients must present all necessary documents according to the regulations before the end of their treatment.
Rights and Responsibilities of BHYT Participants
Under the new regulations, healthcare facilities and social insurance agencies are not allowed to request copies of BHYT cards or related documents. If needed, healthcare providers must take copies after obtaining consent from the patient or guardian.
The decree emphasizes that healthcare facilities should not impose additional procedures beyond those specified. This reduces inconvenience for patients using BHYT services.
Implementing the new regulations under the 2024 BHYT Law reflects the health sector’s efforts to improve service quality and create the most favorable conditions for people seeking medical care with BHYT.
