Mr. Nguyen Cao Son, Deputy Chairman of the People’s Committee of Ninh Binh Province, has issued a strong directive to resolve thoroughly the environmental law violations at the Elmaco Starch Export Production Plant. This issue has caused significant public concern in the locality for some time.

The Deputy Chairman of the People’s Committee of Ninh Binh Province has ordered the Nho Quan District People’s Committee to immediately suspend operations at the Elmaco Starch Export Production Plant in Phuc Son Commune. The goal is for the company to fully address the environmental issues identified by the inspection team and relevant authorities. Only after ensuring full compliance with regulations will the plant be allowed to resume operations.

Additionally, the Phuc Son Commune People’s Committee is required to enhance communication and mobilize residents to cooperate with the inspection teams and relevant agencies during the resolution process. This effort aims to prevent large gatherings or disruptions to communal activities.

Comprehensive Review and Strict Enforcement

Leadership in the province has tasked the Department of Planning and Investment, the Department of Natural Resources and Environment, and the Construction Department, along with related units, to conduct a thorough review of the project’s investment, construction, and environmental protection measures. If any violations are found, the investors must make necessary improvements and face legal responsibility.

The Ninh Binh Provincial Police have been assigned to work closely with relevant departments and the Nho Quan District People’s Committee to strictly monitor compliance with environmental laws. Additionally, the police will investigate and promptly conclude the case based on evidence from the inspection team.

For over a month, residents of Phuc Son Commune (formerly Son Lai Commune), Nho Quan District, have set up tents, hung banners, and blocked trucks from entering the plant to protest against environmental pollution. They report that when the plant operates, a pungent odor spreads throughout the area. Furthermore, wastewater from the plant is discharged directly into irrigation channels, severely impacting local livelihoods and agricultural production.

Notably, residents also discovered several waste pits within the plant’s premises, raising concerns about potential soil and water contamination.
