Officials Request Early Retirement Due to Responsibility, Not Financial Gain

On the morning of February 13, during a group discussion session on the revised draft Law on Government Organization and Law on Local Government Organization, Secretary of the Hà Tĩnh Provincial Party Committee Hoàng Trung Dũng raised issues related to the restructuring of local administrative bodies. He emphasized that many officials requesting early retirement are motivated by responsibility for reform efforts rather than financial benefits.

Challenges in Policies Supporting Early Retirement

Mr. Hoàng Trung Dũng shared practical challenges in implementing Government Decrees 177 and 178, which pertain to policies for officials not seeking re-election or reappointment, or those requesting early retirement. According to him, adjustments are necessary to build consensus at the grassroots level and encourage more officials to participate in workforce reduction efforts.

In Hà Tĩnh, local authorities successfully persuaded several high-ranking officials, including the Head of the Provincial Party Organization Department, the Vice Chairman of the Provincial People’s Committee, along with seven members of the Standing Committee and Executive Committee, to retire early. However, these officials remain concerned about perceived inequality in support policies.

According to Mr. Dũng, if two officials of the same age and with the same desire to retire receive different levels of support—one benefiting from the higher provisions of Decree 178 while the other receives lower support under Decree 177—it creates feelings of unfairness. Therefore, he proposed allowing localities to use their budgets to balance support levels among different groups, ensuring consistency.

Proposal to Strengthen District-Level Personnel

Another issue raised by Secretary Dũng was the surplus of officials following the merger of agencies. He cited an example where the consolidation of two departments resulted in 7-8 deputy directors who were young and highly capable. To make use of this human resource, he suggested increasing the number of deputy secretaries and vice chairpersons at the district level to meet the heavy workload at the grassroots level.

Additionally, he emphasized the importance of retaining talented officials, preventing them from leaving their positions due to short-term benefits. This requires appropriate support and remuneration policies, along with effective communication and persuasion efforts.

Improving Legal Frameworks for Policy Synchronization

Joining the discussion, Head of the Central Organization Commission Lê Minh Hưng affirmed that the streamlining of administrative bodies is being strongly implemented nationwide. However, he acknowledged some difficulties, particularly the lack of synchronization between policies in various documents.

Mr. Hưng stated that the Central Organization Commission and the Ministry of Home Affairs have noted feedback from localities and will report to higher authorities to address arising issues comprehensively. In particular, preparations for party congresses at all levels must strictly adhere to Directive 35, ensuring both quantity and quality of officials during restructuring.
