On the afternoon of February 16, a 20-second clip surfaced on Facebook showing a disabled man using a wheelchair on Hồ Văn Nhánh Street (Mỹ Tho City), traveling from National Highway 60 toward Ấp Bắc Road.

According to the clip, as the man was pushing his wheelchair, two individuals on a motorcycle approached from behind. The passenger casually slapped the disabled man on the head in what appeared to be a prank.
The entire incident was captured by a dashboard camera installed in a civilian vehicle.
The video quickly gained thousands of views, comments, and shares online, sparking widespread outrage. Viewers expressed their anger and called for authorities to take action against the perpetrators.
