Mr. Tran Van Binh was born in Thanh Binh Thinh Commune, Duc Tho District, Ha Tinh Province. At 18, he voluntarily joined the military and fought in numerous fierce battlefields for 10 years (1965-1975). In 1975, while stationed in Quang Tri, he was admitted into the Party. He then moved to Lang Son and later worked at the General Logistics Department.
In 1991, Mr. Binh retired from the military and settled in Hoang Lieu Ward with his family. Despite nearing 80, he remains dedicated to his daily work, visiting every alley and household to disseminate policies and listen to residents’ concerns.

For over 20 years as Ward Head, Mr. Binh has been a role model, leading local initiatives. He notably uncovered and reported many land and urban construction violations to authorities for investigation and resolution. His efforts ensured that residents received their rightful benefits.
Challenges and Difficulties
Mr. Binh faced numerous challenges, including life-threatening situations, while combating wrongful acts. In 1993, after a speech at the Hoang Lieu Party Congress, he was attacked by unknown assailants, sustaining serious injuries. However, instead of fearing, he supported the person who harmed him in rebuilding their life.
Recognition and Honors
Mr. Binh’s contributions have earned him several prestigious accolades. In 2000, he received a Meritorious Service Medal from the Ministry of Public Security for outstanding contributions to national security. In 2015, he was awarded a Certificate of Merit by the Chairman of Hanoi People’s Committee for anti-corruption efforts. Additionally, he was honored as “a good person, doing good deeds” by Hanoi City in 2024 and received numerous commendations and awards from various levels.

His wife, Mrs. Ding Thi My, is a respected woman who has always supported her husband in his community work. She served as Secretary of the Party Branch of Phap Van – Tu Hiep Ward for 15 years.
