For the Tet holiday in the year of the Rabbit 2025, social welfare programs have been vigorously implemented nationwide with a total budget exceeding $335 million. These activities not only provide substantial support to war veterans, the poor, and those in difficult circumstances but also bring warmth and joy to the community.
Comprehensive Support During Tet
According to the Ministry of Labor, Invalids, and Social Affairs, more than 13.5 million beneficiaries have received Tet gifts and support across the country, with contributions from central and local budgets as well as socialized funding. Specifically, the central government contributed nearly $29 million, local governments provided around $142 million, while socialized funding contributed over $83 million.

Notable provinces such as Hanoi, Ho Chi Minh City, and Thanh Hoa have allocated significant funds for Tet support. Hanoi supports over 2.27 million beneficiaries with a total budget of over $46 million, while Ho Chi Minh City provides gifts to more than 1.33 million beneficiaries, totaling $40 million. Thanh Hoa has also been proactive, supporting over 1.23 million beneficiaries with a total budget exceeding $12 million.
Special Care for War Veterans
On November 27, 2024, the President issued Decision No. 1301/QĐ-CTN regarding the distribution of Tet gifts to individuals who have made contributions to the revolution. According to this decision, over 1.6 million recipients will receive gifts totaling over $20 million. The gift amounts vary between $1,600 and $800 per recipient depending on specific groups.
Ho Chi Minh City, Hanoi, and Hai Phong lead in providing Tet support for war veterans. Ho Chi Minh City distributed gifts to 398,000 recipients with a total budget of over $13 million; Hanoi supported 297,000 recipients with a total budget of over $7 million; and Hai Phong presented gifts to 157,000 recipients, totaling $8 million.
The total estimated budget for supporting and distributing Tet gifts to war veterans and their families is approximately $82 million, an increase of $1.8 million compared to the previous year.
Rice Aid and Temporary Housing Support
In addition to Tet gift programs, rice aid for the Tet and lean seasons in 2025 has been promptly implemented. By January 31, the Ministry of Labor, Invalids, and Social Affairs, in coordination with the Ministry of Finance, submitted a proposal to the Prime Minister for approval of rice aid totaling over 6,876 tons for 104,315 households, benefiting a total of 458,401 individuals.

Provinces like Gia Lai, Ninh Thuan, Cao Bang, Dak Lak, Kon Tum, and Ha Giang have received timely support to ensure no one goes hungry during Tet.
Parallel to this, the national movement “Join Hands to Eliminate Temporary and Dilapidated Housing” has yielded significant results. The program for building houses for war veterans has constructed 6,962 homes, with 3,166 completed and put into use. Additionally, 35,466 temporary and dilapidated homes have been rebuilt, improving living conditions for thousands of households.
