Over 5,600 Elderly Without Pensions Receive Monthly Allowances

The Department of Labor, War Invalids, and Social Affairs of Vĩnh Phúc Province announced that after three years of implementing Resolution No. 18/2021/NQ-HĐND, 5,636 elderly individuals have received monthly allowances, with a total budget of 21.2 billion Vietnamese đồng.

Resolution No. 18/2021/NQ-HĐND by the Provincial People’s Council of Vĩnh Phúc stipulates monthly social assistance for elderly people aged between 70 and 80 from poor or near-poor households who do not receive pensions, social insurance benefits, or preferential allowances for those who contributed to the revolution in Vĩnh Phúc Province. The resolution officially came into effect on January 1, 2020.

During its implementation, the Department noted close coordination among various levels of government, relevant agencies, units, and socio-political organizations, receiving widespread support from the public.

After three years of execution, this policy has genuinely improved the lives of elderly individuals aged between 70 and 80 from poor or near-poor households without pensions or other forms of assistance.

This allowance has helped improve the living conditions of elderly individuals from poor or near-poor households who do not receive pensions or other benefits.

However, the Department of Labor, War Invalids, and Social Affairs acknowledged that despite lowering the age requirement (to 70 years), only a small number of elderly individuals from poor or near-poor households without pensions or social insurance benefits have benefited from the policy.

Meanwhile, many elderly individuals continue to face hardship and challenging living conditions.

The eligibility for this support is tied to being part of poor or near-poor households, which creates instability. When an elderly person no longer belongs to a poor or near-poor household, they are no longer eligible to benefit from the policy under Resolution No. 18/2021/NQ-HĐND.
