PM Submits Government Structure and Member Count to National Assembly

According to a press release issued by the Secretary General of the National Assembly late afternoon on February 17, the National Assembly held a closed session to hear Prime Minister Pham Minh Chinh present two reports: one on the organizational structure of the Government for the XVth term of the National Assembly and another on the member count of the Government for the same term.

The report reviewing the two proposals from the Government was also presented by Chairman of the Law Committee Hoang Thanh Tung before the National Assembly.

After hearing the reports, the National Assembly discussed in delegations about the organizational structure and member count of the Government for the XVth term of the National Assembly.

Previously, the Government proposed that the National Assembly consider and decide on an organizational structure for the XVth term consisting of 14 ministries and 3 ministerial-level agencies.

Specifically:

  1. Establishment of the Ministry of Finance based on the merger of the Ministry of Planning and Investment and the Ministry of Finance, inheriting the functions and tasks currently assigned to these two ministries, and taking over the functions, duties, and organizational structure of the Vietnam Social Security, as well as ownership rights and responsibilities for 18 state-owned corporations currently managed by the State Capital Management Commission.

  2. Establishment of the Ministry of Construction based on the merger of the Ministry of Construction and the Ministry of Transport, inheriting the functions and tasks currently assigned to both ministries; transferring the function of managing driving tests and issuing vehicle driver’s licenses from the Ministry of Transport to the Ministry of Public Security.

  3. Establishment of the Ministry of Agriculture and Environment based on the merger of the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, inheriting the functions and tasks currently assigned to both ministries, and taking over poverty reduction management duties from the Ministry of Labor, War Invalids, and Social Affairs.

  4. Establishment of the Ministry of Science and Technology based on the merger of the Ministry of Science and Technology and the Ministry of Information and Communications, inheriting the functions and tasks currently assigned to both ministries; transferring the management of journalism and publishing from the Ministry of Information and Communications to the Ministry of Culture, Sports, and Tourism.

  5. Establishment of the Ministry of Home Affairs based on the merger of the Ministry of Home Affairs and the Ministry of Labor, War Invalids, and Social Affairs, performing the current functions of the Ministry of Home Affairs and assuming labor, wage, employment, veterans’ affairs, occupational safety, social insurance, and gender equality functions from the Ministry of Labor, War Invalids, and Social Affairs; transferring vocational education management from the Ministry of Labor, War Invalids, and Social Affairs to the Ministry of Education and Training; transferring social assistance, child protection, and anti-social vice functions (except drug rehabilitation and post-rehabilitation management, which are transferred to the Ministry of Public Security) from the Ministry of Labor, War Invalids, and Social Affairs to the Ministry of Health; transferring poverty reduction management from the Ministry of Labor, War Invalids, and Social Affairs to the Ministry of Agriculture and Environment.

  6. Establishment of the Ministry of Ethnicity and Religion based on the current Committee for Ethnic Minority Affairs and taking over the functions, duties, and organizational structure of religious management from the Ministry of Home Affairs, while enhancing and completing its ethnic management duties.

  7. Maintaining the following ministries and ministerial-level agencies: Ministry of National Defense; Ministry of Public Security; Ministry of Justice; Ministry of Industry and Trade; Ministry of Culture, Sports, and Tourism; Ministry of Foreign Affairs; Ministry of Education and Training; Ministry of Health; Office of the Government; Government Inspectorate; and the State Bank of Vietnam.

Thus, according to the Government’s proposal, in addition to the 8 maintained ministries, there will be 6 newly established ones.

Recently, the Standing Committee of the National Assembly also issued a resolution increasing the number of deputy ministers and heads of ministerial-level agencies to meet personnel arrangement needs after streamlining the government apparatus.

Accordingly, the Ministry of Foreign Affairs is allowed to add one more deputy minister, bringing the total to no more than 7. The Ministry of Finance and the Ministry of Construction can each add four more, making their totals no more than 9. The Ministry of Home Affairs can add two more, making its total no more than 7. The State Bank of Vietnam can add one more Deputy Governor, making its total no more than 6.

Currently, the Government for the 2021-2026 term has 27 members, including Prime Minister Pham Minh Chinh, 5 Deputy Prime Ministers, and 21 ministers and heads of sectors.

The five Deputy Prime Ministers are: Mr. Nguyen Hoa Binh (Standing Deputy); Mr. Tran Hong Ha; Mr. Le Thanh Long; Mr. Ho Duc Phoc; and Mr. Bui Thanh Son (who also serves as Minister of Foreign Affairs).
