On February 13th, local police forces will organize the handover ceremony for the 2025 National Police Service (NPS) duty. This annual event marks the transition of young citizens joining the National Police Service. Colonel Nguyen Quoc Toan, Head of the Ministry of Public Security’s Office, shared details about this year’s recruitment and training plans.
Introduction
The tradition of recruiting citizens to serve in military and police duties at the beginning of spring has become a familiar cultural practice. In 2025, the recruitment plan was approved by the Prime Minister in the third quarter of 2024, under the guidance of the Central Party Committee of Public Security and the leadership of the Ministry of Public Security. This is a crucial preparation to ensure that the NPS remains ready to maintain law and order nationwide.
Key Highlights of the Recruitment Plan
1. Recruitment Targets Exceeded by 103%
Colonel Nguyen Quoc Toan reported that recruitment targets have been met at approximately 103%. This demonstrates the thorough and effective preparations made by local authorities. Notably, the proportion of recruits with university and college degrees and those who are party members has increased compared to previous years, with 10.7% holding university degrees and 7.4% holding college degrees.
2. Higher Quality of Recruits
In addition to quantity, the quality of recruits is also higher than in previous years. This reflects the policy of building a clean, strong, regular, efficient, and modern NPS. It also underscores the increasing awareness and responsibility of the younger generation towards national defense and security.
3. Motivational Policies and Incentives
The Central Party Committee of Public Security and the Ministry of Public Security have introduced various policies and incentives to encourage citizens to join the NPS. Additionally, the Ministry of Public Security has leveraged the role of grassroots police forces and effectively utilized the National Population Database to proactively allocate quotas and organize recruitment in line with local realities.
Training Content
1. Basic Knowledge
Recruits will be provided with basic knowledge on politics, laws, police operations, regulations, military science, and martial arts; as well as the functions, responsibilities, and authority of the NPS. They will also be trained in physical fitness, discipline, and the practical application of professional skills in their assigned tasks.
2. Extracurricular Learning and Activities
Additionally, recruits will participate in extracurricular activities such as traditional education, drills, and field exercises to prepare them for real-world scenarios. These activities will help shape their actions, develop habits, and enhance combat readiness. After completing the training, new officers will be assigned to local police units to perform duties in maintaining public order according to regulations.
Support Program for Employment for NPS Veterans
Since 2023, the Minister of Public Security has implemented a program titled “Vocational Training and Employment Support for NPS Veterans from 2023 to 2030.” The program provides support for vocational training, accommodation, and training costs for NPS veterans after discharge, ensuring that training costs within the NPS are lower than those outside. Local police units have also established mechanisms to coordinate and ensure a seamless connection between training and employment, providing veterans with stable post-service opportunities.
Conclusion
The working environment, combat conditions, discipline, and regulations of the NPS will help new recruits build more resilience, determination, and respect for the law. They will also foster a deeper understanding of the people, better health, and a stronger love for the country, the Party, and the NPS. We believe that with thorough preparation and effective training plans, the NPS will continue to play a vital role in maintaining law and order and safeguarding the nation.
