Initial Results After 19 Days of Enforcing Decree 168
According to data from traffic police nationwide, from January 1 to January 19, authorities detected and handled 230,672 violations of road traffic safety regulations. Notably, 17,902 driver’s licenses were penalized with point deductions due to offenses. This figure highlights the strict enforcement of the new regulations.

Significant reductions were observed in key violation categories, including drunk driving (46,828 cases), overloading and unauthorized vehicle modifications (3,714 cases), and speeding (50,144 cases), compared to previous periods. The number of cases involving failure to obey traffic signals also dropped by 7.3%, contributing to a reduction in traffic accidents across all three criteria: number of incidents, fatalities, and injuries.
Improved Awareness Among Road Users
Colonel Phạm Quang Huy emphasized that Decree 168 is not just about penalties but also positively impacts public compliance with the law. He cited examples such as wearing helmets while riding motorcycles or the ban on fireworks, which were once difficult to enforce but have now become common practices.

Additionally, the point deduction system for driver’s licenses encourages individuals to self-regulate their behavior, balancing daily life with increased personal and social responsibility.
Remaining Challenges
Despite its successes, the implementation of Decree 168 faces some challenges. Certain groups have spread misinformation on social media, causing public confusion. Notably, Article 64 of the Road Traffic Safety Law regarding driving hours for trucks has faced resistance from a small segment of the population.

The pre- and post-Lunar New Year period saw heightened travel demand, placing significant pressure on transportation infrastructure. Localized congestion remains frequent in major cities like Hanoi and Ho Chi Minh City.
Future Directions
To maintain and enhance enforcement effectiveness, traffic police pledge to handle violations strictly without leniency. Simultaneously, the Ministry of Public Security will collaborate with relevant agencies to review and improve road signage systems, add traffic signs, lane markings, and repair signal lights.
Efforts to organize and manage traffic flow in large cities will be intensified to address prolonged congestion. Measures against illegal encroachment on roadsides and unauthorized parking activities will also be strengthened.
