High-Speed Rail and Railway Projects Planned
The President reaffirmed Vietnam’s commitment to strengthening the profound friendship and comprehensive partnership between the two countries. He highlighted Vietnam’s willingness to share its development experience with Laos, including streamlining administrative structures for enhanced efficiency at both central and local levels.

Both leaders agreed to effectively implement high-level agreements, particularly the meetings between the two Politburos in September 2024, the meeting between the two General Secretaries, and the meeting of the leaders of Vietnam, Laos, and Cambodia in February, as well as the 47th session of the Joint Committee. They focused on practical and effective solutions to accelerate and innovate approaches to further developing bilateral relations in the new phase.
Both leaders emphasized the desire to make economic, trade, and investment cooperation a key pillar of bilateral relations, aiming for US$5 billion in trade volume in the coming years, with a target increase of 10-15% in 2025.
They agreed to work together to expedite key cooperation projects, with particular attention to infrastructure projects, especially in transportation and energy sectors, including attracting investment to realize the Hanoi-Vientiane high-speed rail and the Vientiane-Vũng Áng railway projects.
Both sides agreed to further strengthen national defense and security cooperation based on their shared geographic features and common goals for building a peaceful and stable nation. They also committed to cooperating in combating terrorism, preventing transnational crime, particularly drug trafficking, and continuing efforts to locate, repatriate, and recover the remains of Vietnamese volunteer soldiers and experts who died in Laos.
Close Collaboration Between National Assemblies
On the same day, President Lương Cường met with Lao National Assembly Chairman Saysomphone Phomvihane.
The President commended the effective and close collaboration between the two national assemblies, which has significantly contributed to the advancement of the great Vietnam-Laos relationship.

The President shared Vietnam’s experience in vigorously implementing administrative reforms, constitutional amendments, and legal revisions to create a more favorable legal framework for future development, aiming to transform Vietnam into a high-middle-income developing country by 2030 and a high-income developed country by 2045. He emphasized that Vietnam and Laos share similar values, common aspirations, and the development of each nation is intertwined with the other.
At the meeting, the Lao National Assembly Chairman noted that many important infrastructure projects in Laos have received Vietnam’s participation and support, including the Lao National Assembly building, which is now a new symbolic building in Vientiane. He affirmed that the legislative bodies of both countries will continue to closely cooperate, maintain frequent exchanges, and share reform experiences in streamlining administrative structures, aiming to build a modern and flexible political system. He also stated that he will continue to closely supervise and promote parliamentary cooperation between the two countries and the Vietnam National Assembly, emphasizing the high sense of responsibility in effectively implementing high-level agreements and cooperation agreements between the two nations.

Both sides agreed to maintain regular high-level exchanges, actively implement high-level agreements, including cooperation agreements between the two national assemblies, and enhance solidarity, close cooperation, and mutual support at regional and international forums.
