Prime Minister Pham Minh Chinh Urges Acceleration of Dong Dang – Tra Linh Expressway

On the morning of February 2nd (the fifth day of Tet), Prime Minister Pham Minh Chinh visited and encouraged staff and workers at the construction site of the Dong Dang – Tra Linh expressway. This is a key national project aimed at promoting economic and social development in the Northeast region.

Overview of the Dong Dang – Tra Linh Expressway Project

The Dong Dang – Tra Linh expressway spans a total length of 121km, divided into two investment phases with a total investment of over 47 trillion VND. Phase 1 focuses on constructing 93km, from the Tan Thanh border gate interchange (Lang Son) to the National Highway 3 interchange at Chi Thao commune (Cao Bang).

This is one of the largest transportation infrastructure projects in the Northeast region, managed by the People’s Committee of Cao Bang province and led by the Deo Ca Group as the main investor. The total investment for phase 1 reaches 14.114 trillion VND, with the State budget accounting for 69.43% (equivalent to 9.8 trillion VND). The projected payback period is expected to be 22 years and 4 months.

Upon completion, the expressway will reduce travel time from Cao Bang to Hanoi from 6-7 hours to approximately 3.5 hours. This not only facilitates travel but also opens up opportunities for economic, cultural, and social development in Lang Son and Cao Bang provinces, while connecting the northeastern border area with major economic centers nationwide.

Notable Construction Progress

According to reports, the project broke ground on January 1, 2024, and is striving to complete ahead of schedule. Although the initial plan anticipated completion in 2026, contractors are working hard to achieve technical通车 in 2025.

Currently, land clearance has reached 99.8% along the entire route (93.14km out of 93.35km). Localities are actively implementing procedures for building six resettlement areas and relocating infrastructure, including 22 high-voltage power lines.

With the spirit of “overcoming sun and rain” and the motto “eat quickly, sleep urgently,” contractors have mobilized 36 construction teams, 650 equipment units, and 1,500 personnel. To date, the total output has reached 13.6001 billion VND, equivalent to 13.52% of the contract value, surpassing the planned target by 0.54%. Notably, two tunnel sections have been completed, marking a significant milestone in the project’s progress.

Development Directions for Phase 2

Phase 2 of the project will extend the existing 93.35km route and construct a new 27.71km section connecting to the Trà Lĩnh border gate. Additionally, the government is considering extending the highway to connect with the Tà Lùng border gate and the city of Cao Bang to optimize usage efficiency.

After inspecting the construction site, the Prime Minister held a meeting with relevant ministries, sectors, and localities to address difficulties and challenges. The goal is to ensure the project’s timeline and quality, while proposing specific solutions to support the implementation of phase 2.
