Quảng Ngãi is accelerating the implementation of delayed tasks within the 2022-2025 phase of the Digital Population Data, Identification, and Electronic Authentication Development Plan (Plan 06). On February 18th, Mr. Nguyễn Hoàng Giang, Chairman of Quảng Ngãi Provincial People’s Committee, directed relevant departments to prioritize completing these tasks, especially the digitization of household registration records.

Several Departments Lagging Behind in Plan 06 Implementation
According to Mr. Giang, some departments are still facing difficulties in implementing Plan 06 tasks, notably the digitization of household registration records. He instructed the Department of Justice to launch a “five-day and night” intensive campaign to complete this task, a decisive measure to ensure progress aligns with the Government’s schedule.
Review and Accountability
The Chairman of the Quảng Ngãi Provincial People’s Committee required the Department of Justice to review and clarify the responsibility of both the collective and individuals related to the delay in digitizing household registration records. This underscores Quảng Ngãi’s commitment to accelerating digital transformation.
Digitizing Land Use Certificates
Furthermore, Mr. Giang directed the Department of Natural Resources and Environment to prioritize digitizing land use certificates and assets attached to land in several districts and towns, including Sơn Hà, Sơn Tây, Bình Sơn, Mộ Đức, Trà Bồng, and Đức Phổ. This will enhance efficiency in land management and citizen services.
Implementation of Smart Control Center and Electronic Health Records
The Department of Information and Communications was asked to propose solutions for the official launch of the smart control center. The Department of Health was also instructed to expedite the implementation of electronic health records, a crucial component of the digital transformation program.
2024 Results and Challenges
In 2024, Quảng Ngãi completed 24 out of 29 tasks under Plan 06. However, some tasks remain challenging, including the failure to launch the smart control center and the incomplete establishment of land databases in five localities. The Department of Justice is yet to digitize 12,300 household registration records.
