On February 3, the Quang Ninh Provincial Party Committee held a conference to announce the establishment of the Provincial Party Committee of Party Agencies, the Provincial Party Committee of the People’s Committee, and the merger of the Provincial Party Committee’s Propaganda Department and Mass Mobilization Department. This event marks a new step forward in the organizational and leadership work of Quang Ninh Province.

Establishment of the Provincial Party Committee of Party Agencies and the Provincial Party Committee of the People’s Committee
At the conference, Ms. Bui Thuy Phuong, Head of the Organization Commission of the Provincial Party Committee, announced important decisions regarding the establishment of the Provincial Party Committee of Party Agencies and the Provincial Party Committee of the People’s Committee. These two organizations are directly under the Provincial Party Committee of Quang Ninh Province and officially commenced operations on February 3.
Provincial Party Committee of Party Agencies
The Provincial Party Committee of Party Agencies includes 21 grassroots party organizations and is responsible for comprehensive leadership over all subordinate party organizations. Its main tasks include ensuring the completion of political tasks, building a clean and strong party organization, and fostering connections with agencies, units, sectors, and political-social organizations. Ms. Trinh Thi Minh Thanh, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council, was appointed as the Secretary of the Provincial Party Committee of Party Agencies.
Provincial Party Committee of the People’s Committee
The Provincial Party Committee of the People’s Committee comprises 43 grassroots party organizations and is tasked with leading the implementation of the People’s Committee’s political tasks, managing personnel and cadre work according to assigned levels, and building the party and mass mobilization within the party committee. Mr. Pham Duc An, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee, was designated as the Secretary of the Provincial Party Committee of the People’s Committee.
Merger of the Propaganda and Mass Mobilization Departments
Another significant highlight at the conference was the announcement of the decision to merge the Provincial Party Committee’s Propaganda Department and Mass Mobilization Department into the Provincial Party Committee’s Propaganda and Mass Mobilization Department. The newly formed department includes six division-level units and began operations on February 3. Mr. Nguyen Hong Duong, Head of the Provincial Party Committee’s Propaganda Department, was appointed as the Head of the Provincial Party Committee’s Propaganda and Mass Mobilization Department.

Speaking at the conference, Mr. Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee, emphasized the importance of swiftly and effectively implementing policies from the Politburo and the Party Central Committee Secretariat. Within two months of the resolution’s conclusion, Quang Ninh Province demonstrated a high level of determination in reorganizing its machinery.
Mr. Thang called on agencies and units to focus on preparing well for the party congresses at various levels and continue to innovate and reorganize their structures to meet development requirements. “Individuals and units must absolutely not disrupt their work, contributing to advising and implementing the political tasks of the provincial party committee,” Mr. Thang stressed.
