Severe Waste Accumulation at Da Phuoc Landfill: Causes and Solutions

Nguyên nhân ùn ứ tại bãi rác Đa Phước trong đêm cận Tết Ất Tỵ

Severe waste accumulation at Da Phuoc landfill in Binh Chanh District, Ho Chi Minh City, on the night before Tet At Ty has raised concerns about waste management in the city. This issue not only affects the environment but also disrupts residents’ daily lives.

Situation Overview

According to representatives from Vietnam Waste Services Company (VWS), workers returned to work on January 24 after a previous halt in waste reception the night before. However, operations at the landfill site have not yet fully resumed.

During a meeting between the Ho Chi Minh City Solid Waste Management Authority, the union, and VWS representatives, the main cause was identified as nearly 400 workers not receiving their salaries and bonuses before the Tet holiday. This led them to temporarily stop working to demand their rights.

Causes and Consequences

On the evening of January 23, around 78 garbage trucks could not enter the weighing station at the Da Phuoc Waste Treatment Complex, causing prolonged traffic jams extending from the treatment area to National Highway 50. This disruption resulted directly from the workers’ strike, interrupting the waste processing workflow.

Ho Chi Minh City generates approximately 13,000 tons of waste daily, with more than half being processed at Da Phuoc landfill. The rest is transferred to the Northwest Solid Waste Treatment Complex in Cu Chi District. The halt at Da Phuoc puts significant pressure on other treatment facilities and poses serious environmental risks.

Solutions and Official Responses

Representatives from the Ho Chi Minh City Department of Natural Resources and Environment, Ms. Nguyen Thi Thanh My, confirmed that the authority has taken timely measures to coordinate the situation. Thanks to these interventions, access to the Da Phuoc landfill has been cleared.

VWS has submitted a request for Ho Chi Minh City to provide an advance payment of over 600 million VND to address the financial issues for the workers. The company has promised to resume waste reception and processing immediately upon receiving this payment.

Conclusion

The incident at Da Phuoc landfill serves as a wake-up call regarding the importance of ensuring workers’ rights in the waste management industry. To prevent similar situations, close cooperation among stakeholders, particularly between managing authorities and operating units, is essential. Establishing transparent and stable financial mechanisms also plays a crucial role in maintaining the efficient operation of urban waste treatment systems.
