Special 9th Extraordinary National Assembly Session: Key Highlights on Personnel and Organizational Restructuring

On the morning of February 5, National Assembly Chairman Tran Thanh Man opened the 42nd session of the Standing Committee of the National Assembly, emphasizing critical agenda items for the upcoming 9th extraordinary session. This important event will address pivotal issues in personnel work and state organizational restructuring.

Focus on Legislative Projects and Resolutions

According to Mr. Man, this session focuses on reviewing and providing input on legislative projects and resolutions aimed at streamlining and optimizing government structures. Key highlights include:

  • Amended Law on Government Organization
  • Resolution on the structure of the Government for the 15th National Assembly term
  • Resolution on the number of Government members for the 15th National Assembly term

Notably, the 9th extraordinary session, convened from February 12 to 18, will allow the National Assembly to pass significant amended legal documents. Among these, the amended Law on the Issuance of Legal Normative Documents and resolutions related to state organizational restructuring are top priorities.

Personnel Work – A Core Task

In addition to reviewing draft laws and resolutions, personnel work is another major focus of the upcoming session. Mr. Man emphasized that this task is crucial and requires thorough preparation by both the Communist Party and the National Assembly.

The Standing Committee of the National Assembly, along with the Standing Committee of the National Assembly’s Party Committee, will meet on February 10 to discuss and provide specific recommendations on personnel matters. Once finalized, the National Assembly will approve or elect suitable candidates for key positions.

Mr. Man also noted that while the Party has largely completed personnel arrangements, the National Assembly and the Government are still finalizing their processes.

Other Proposals on Economic and Social Development

Beyond the main agenda, the Standing Committee of the National Assembly will also deliberate on other urgent issues, including:

  • Investment plans for the Lao Cai – Hanoi – Hai Phong railway, potentially extending to the Lao Cai – Hanoi – Lang Son line if preparations are timely.
  • Supplementary plans for socio-economic development in 2025, targeting an 8% GDP growth rate.

The National Assembly Chairman also highlighted that the Government recently proposed special policies to expedite major projects such as the Ninh Thuan nuclear power plant, resolve challenges for BOT stations, and standardize the rail gauge for the Lao Cai – Hanoi – Hai Phong railway. All these issues must ensure feasibility and compliance with legal procedures.
