At the 13th Central Committee of the Communist Party meeting on January 24, General Secretary To Lam delivered the closing remarks and announced several key policies related to the restructuring and streamlining of political machinery. This move is seen as a significant step toward enhancing state management efficiency and promoting sustainable national development in the new era.
Directions for Reorganizing the Political System
The Central Committee of the Party has unanimously agreed with the final report on Resolution 18 and the plan to streamline the organizational structure of the political system. This is not just a routine reorganization but is considered a “revolution” in administrative reform.

The General Secretary emphasized that achieving this goal requires strong political will at all levels and sectors, along with comprehensive measures such as improving institutions, clearly defining authorities between legislative, executive, and judicial bodies, and strengthening decentralization and delegation of power to localities.
Creating Jobs for Workers Post-Restructuring
One notable point in the General Secretary’s speech was the study of mechanisms to create jobs for workers transitioning from public to private sectors. This ensures the labor rights of all citizens of working age and contributes to social stability during the transition.
Proposal to Disband County Police Departments
As part of the restructuring process, the General Secretary directed the implementation of a proposal to disband county police departments under the “three-tier” model of “central, provincial, and commune.” The aim is to reduce intermediate layers, enhance the effectiveness of the police force, and save national resources.
The implementation must ensure continuity and avoid disrupting the normal activities of citizens and businesses. Appropriate policies and measures must also be in place for affected officers and civil servants.
Accelerating Economic-Social Institutional Reform
In addition to political restructuring, the General Secretary also highlighted the task of developing the economy and society. The target is to achieve a GDP growth rate of 8% or higher by 2025 and maintain double-digit growth rates from 2026 to 2030. To achieve this, he emphasized the importance of focusing on three strategic breakthroughs, particularly institutional reforms.

Specifically, laws and regulations related to land, public investment, and businesses need to be revised to remove bottlenecks. Additionally, shifting from “pre-approval” to “post-approval” processes will improve oversight and control.
Stimulating Domestic Consumption
To support increased purchasing power and consumer demand, the General Secretary called for the study of appropriate tax policies. This will not only boost the domestic market but also improve the living standards of the people, especially low-income groups.
Conclusion and Future Directions
Overall, the policies announced at the recent Central Committee meeting aim to build a streamlined and efficient political system that meets the country’s future development needs. The General Secretary stressed that success can only be achieved when each level, sector, and locality is proactive, innovative, bold, and takes responsibility.
Strengthening personnel at state agencies is also seen as a crucial step, contributing to the Party’s leadership strength and preparing for the upcoming 14th Congress. These efforts will certainly lay a solid foundation for Vietnam’s sustainable development over the next decade.
