- Disbanding the VFF Party Council along with 10 other party councils, to be replaced by the VFF and Central Organization Party Committee, directly under the VFF Chairperson.
- Establishing the National Assembly Party Committee, Government Party Committee, and Party Committee of Party Agencies, led directly by top positions such as the National Assembly Chairperson, Prime Minister, and Standing Secretary of the Party Central Committee.
