According to official sources, the group could be fined up to 78 million VND for six serious violations.
Violations and Fines
The group was found guilty of the following offenses:
- Failure to comply with traffic control signals.
- Entering the highway without meeting the required conditions.
- Not wearing helmets while riding.
- Lack of driver’s license.
- No vehicle registration.
- Providing vehicles to individuals who are not qualified to drive (for the vehicle owners).
The total fine for these six violations is estimated to be approximately 78 million VND.

Incident Details
According to Dan Tri, on the afternoon of January 29th (Tet holiday), the Highway Traffic Control Team No. 4 received reports about a group of people riding motorcycles at high speeds, without helmets, and removing their license plates while violating traffic laws on the Nghi Son – Dien Chau expressway (Thanh Hoa – Nghe An).
Subsequently, at the Dien Cat interchange in Dien Chau district, Nghe An province, the team apprehended the group of offenders.
Initial confessions revealed that the group intended to visit a temple for the New Year’s prayer at Dien Chau district, so they decided to enter the highway and remove their license plates to avoid detection. Most of the individuals involved were junior and senior high school students from Thanh Hoa province.
