According to the Thai Binh Party Committee, they have unanimously agreed to the plan to merge Thai Binh province with Hưng Yên province, forming a new Hưng Yên province with the administrative center in Hưng Yên.
The Thai Binh Party Committee has also approved a plan to reorganize the 242 existing townships and wards into 65, comprised of 5 wards and 60 townships. The plan also details the new names and administrative centers for these reorganized units.

The new Hưng Yên province will cover an area of over 2,514 square kilometers and have a population exceeding 3.56 million. The province is expected to have 104 administrative units at the township/ward level after the merger.
The plan also outlines the allocation of officials from both Thai Binh and Hưng Yên provinces. All civil servants, party members, and staff from the various government and social organizations of both provinces will be integrated.
The new Hưng Yên Provincial Party Committee and People’s Committee will manage the combined workforce according to existing laws and regulations. They will also work with relevant authorities to streamline and reassign staff as needed.
Currently, Thai Binh province has 242 townships and wards (223 townships, 10 wards, and 9 towns). After the reorganization, the number will be reduced to 65 units (60 townships and 5 wards). This represents a decrease of 177 units, or approximately 73%.
Specifically, Thai Binh City will be reorganized into 5 townships and wards from the 27 existing ones. The other districts are as follows:
- Thai Thuy District: 11 townships and wards from 36
- Tien Hai District: 8 townships and wards from 28
- Quynh Phu District: 9 townships and wards from 35
- Dong Hung District: 9 townships and wards from 31
- Hung Ha District: 8 townships and wards from 33
- Kien Xuong District: 9 townships and wards from 28
- Vu Thu District: 6 townships and wards from 24
On April 22nd, Thai Binh Province will hold a public consultation regarding the reorganization of provincial and township/ward administrative units in 2025.
