Traffic Compliance Awareness in Hanoi: Positive Changes from Decree 168/2024

Efforts of Traffic Police in Enforcing the Law

To ensure the effectiveness of the decree, traffic police have launched intensive patrols and strict controls since the beginning of the year, dealing sternly with violations. A notable example is the operation of Special Task Force No. 6 at the Giang Vo-Lang Ha intersection (Dong Da district) on January 20, 2025. Many violations such as not wearing helmets, carrying bulky loads, or riding motorcycles in the BRT lane were addressed.

Among those penalized, two ride-hailing drivers stood out. Mr. P.V.P., 34, was fined 700,000 VND for entering the BRT lane, expressing regret and stating that his daily earnings barely cover operational costs. Similarly, Mr. N.V.S., 44, was also penalized for carrying bulky loads, explaining that he had violated due to the need to earn extra income during the end-of-year period.

Achievements and Remaining Challenges

Captain Vu Kien Cuong, head of Special Task Force No. 6, noted that public awareness of traffic laws has significantly increased since Decree 168/2024 took effect. Violations such as running red lights, driving against traffic, and disobeying police commands have decreased markedly. However, some violations still occur during peak hours, particularly among ride-hailing drivers and teenagers.

Colonel Tran Dinh Nghia, Head of Hanoi’s Traffic Police, emphasized that traffic congestion remains a major challenge, especially during the end-of-year period when travel demand increases. To address this, traffic police will continue to implement traffic diversion measures, coordinate with relevant units, and improve infrastructure.

Traffic Safety Achievements

According to statistics from Hanoi’s Traffic Police, from January 1 to January 14, 2025, the city saw 48 traffic accidents, a decrease of 10 compared to the same period in 2024 (a 17% reduction). In the first half of the year, traffic police handled 12,267 violations, with total fines estimated at 30.5 billion VND. Notably, 1,261 drivers had points deducted from their licenses.
