Another incident took place on January 18th at the intersection of Nguyen Huu Canh and Ton Duc Thang (District 1). The traffic lights suddenly changed from green to yellow and then red after only 40 seconds, resulting in over 10 vehicles being penalized for failing to stop in time.

Will Drivers Be Fined When Traffic Lights Are Malfunctioning?
According to an interview with Dan Tri, a Traffic Police officer in HCMC stated that in cases where traffic lights genuinely have technical faults, drivers will not be fined. Specifically:
- Areas with direct Traffic Police supervision: Officers will document the malfunction and not penalize drivers.
- Areas with automated cameras: The system will record the entire process of any violations due to unstable signal lights. Officials will review the footage and refrain from issuing fines.
The officer emphasized: “When traffic lights are truly malfunctioning, drivers need not worry about being fined. The reliability of the signals is compromised, and drivers will be considered non-violators.”

Additionally, the officer warned against私自调整交通信号灯的行为。这种行为违反了法律，将受到严厉处理。然而，如果驾驶员因他人调整信号灯而违规，交警将不会处罚驾驶员。
