Following the 2025 resolution of Ninh Bình People’s Council on restructuring administrative units at the commune level, the province will have 39 administrative units (8 wards and 31 communes). This is a reduction of 86 administrative units (70 communes, 10 wards, and 6 towns).

Hoa Lư City, the administrative center of Ninh Bình Province, will be reorganized into four wards: Hoa Lư, Tây Hoa Lư, Đông Hoa Lư, and Nam Hoa Lư.
Hoa Lư City currently encompasses the Tràng An Scenic Area – a World Cultural and Natural Heritage site. Therefore, Hoa Lư City is known as a heritage city, the most special in Vietnam and Southeast Asia, boasting a “double” world heritage site.
With the abolition of the district-level administrative bodies and the establishment of the wards, the Tràng An World Heritage site will be located within several different wards: Hoa Lư Ward, Tây Hoa Lư Ward, and Nam Hoa Lư Ward.
Specifically, Hoa Lư Ward will include Tràng An Tourist Area, Hang Múa Tourist Area, and Am Tiên Cave; Tây Hoa Lư Ward will include the Hoa Lư Ancient Capital Special National Relic Site, Bái Đính Temple, and Thiên Hà Cave; Nam Hoa Lư Ward will encompass Tam Cốc – Bích Động Tourist Area, Thung Nham Tourist Area, Thung Nắng Tourist Area, and Thái Vi Temple.

Recently, Ninh Bình Province announced the Adjustment Plan for the Ninh Bình Urban Master Plan to 2040 (as per Decision No. 668/QĐ-TTg dated March 26, 2025, of the Prime Minister).
Ninh Bình urban area encompasses the entire administrative area of Hoa Lư City, Gia Sinh Commune of Gia Viễn District, Khánh Hòa Commune and Khánh Phú Commune of Yên Khánh District; part of the boundaries of Gia Tân Commune of Gia Viễn District, Tân Bình Ward and Yên Sơn Commune of Tam Điệp City, Phúc Sơn Commune and Quỳnh Lưu Commune of Nho Quan District, and Khánh Thượng Commune of Yên Mô District.
The urban area’s characteristics are defined as a Millennium Heritage City; a national and international tourism center; a national and international cultural industrial center, and a major event organizer; and the administrative, political, economic, cultural, health, education, sports, tourism, and service center of Ninh Bình Province.
The Ninh Bình Urban Master Plan to 2040 has outlined the overall and zonal spatial development. Accordingly, the overall urban space development is linked to the preservation and promotion of the Tràng An Scenic Area and the Hoa Lư Ancient Capital relic sites, following the heritage city model.
Eastern concentrated urban development is linked to the North-South development axis, creating urban belts and service areas around the core area of the Tràng An Scenic Area and Hoa Lư Ancient Capital. Green urban space development is linked to the natural ecosystem.
Tràng An Scenic Area was recognized by UNESCO as a World Cultural and Natural Heritage site in 2014, the first and only mixed heritage site in Vietnam and Southeast Asia.
According to the province-level administrative restructuring plan, Ninh Bình will be merged with Hà Nam and Nam Định provinces, with Ninh Bình as the administrative center.
