The Prime Minister, Pham Minh Chinh, has issued Directive 26, urging ministries, agencies, and localities to promptly review and report on investment projects facing difficulties, obstacles, and delays within the national public investment system. This action aims to accelerate project progress, prevent resource waste, and ensure the effectiveness of public investment.

The Urgency of Addressing Obstacles

Recently, the Government has repeatedly directed ministries, agencies, and localities to focus on reviewing projects facing protracted difficulties and delays. The Prime Minister emphasized the need for decisive solutions to expedite project implementation and contribute to socio-economic development. The need to prevent the wasteful expenditure of national assets, funds, and resources of businesses and citizens is paramount.

Establishment of a Steering Committee and Specific Requirements

To effectively address this issue, the Prime Minister established a steering committee, chaired by Deputy Prime Minister Nguyen Hoai Binh. The committee will focus on reviewing and resolving difficulties and obstacles related to projects.

During a meeting on March 30th, the Prime Minister assigned the Ministry of Finance to develop a database system and guide ministries, central agencies, and localities to standardize data entry for projects facing difficulties, obstacles, and delays.

Deadline and Responsibilities

The Prime Minister required ministries, agencies, and localities to continue reviewing and completing data entry for investment projects facing difficulties, obstacles, and delays, including those previously reported to the Steering Committee by March 25th. This is crucial for timely and accurate information consolidation.

Furthermore, relevant agencies need to continue reviewing and updating information on newly identified problematic projects. The database of problematic projects will be continuously updated on the dautucong.mpi.gov.vn system, under the “Steering Committee 1568” section, and the “Ministries, Central Agencies, and Local Governments Input Information” section, for timely monitoring and resolution.

The deadline for completing data entry is April 10th. After this date, the system will no longer accept new information. Ministers, heads of agencies, and mayors will be held accountable to the government and the law if they fail to meet these requirements.

Current Update

According to the Ministry of Finance, the permanent secretariat of the Steering Committee, as of March 25th, 1,533 projects were reported as facing difficulties or obstacles. These include 338 public investment projects, 1,126 non-budgetary investment projects, and 69 PPP projects. Additionally, the Ministry of Finance received information regarding 12 projects facing difficulties from businesses.

The Prime Minister also made decisions about allocating additional budget funds from increased revenue in 2024 to complete the Bach Mai and Viet Duc Hospital (Phase 2) projects in 2025, to quickly provide services to the public.
