The Ministry of Natural Resources and Environment’s directive requires relevant entities, including the Ministry of Industry and Trade, the Management Board of Export Processing Zones and Industrial Parks, the People’s Committee of Thu Duc City, and 21 districts, to implement the following actions:
- Investment in Environmental Infrastructure: Develop and implement plans for investing in wastewater treatment infrastructure in urban areas, industrial clusters, and craft villages.
- Centralized Wastewater Treatment: By December 31, 2025, 92% of industrial parks and 60% of industrial clusters need to have wastewater collection and treatment systems meeting technical standards. 100% of craft villages must have a plan for treating production wastewater, with 50% of wastewater from craft villages undergoing treatment.
- Improving Water Flow and Addressing Pollution Hotspots: Address pollution in key areas, including the section from the Thị Tính River to the downstream of the Saigon River, the boundary area on the Ba Bò Canal, and the Suối Cái area.
- Transparency and Monitoring: Publicly disclose information about water discharge sources, organize monitoring activities to reduce pollution, and improve water quality. Leverage the role of political-social organizations and communities in environmental monitoring.
- Treating Domestic Wastewater: The Ministry of Transport will implement projects to collect and treat domestic wastewater from residential areas, craft villages, and industrial clusters. The goal by the end of 2025 is to collect and treat 30% of urban and 40% of rural domestic wastewater.
- Attracting Investment: The Ministry of Finance will solicit and attract investment for wastewater treatment projects in urban areas and densely populated residential areas.
- Collaborative Effort for Pollution Control: The Urban Infrastructure Investment Project Management Board needs to closely collaborate with related entities to address pollution in the Ba Bò Canal and other affected areas.
- Progress Reporting: The People’s Committee of Thu Duc City and all districts need to compile a list of major discharge sources and submit a report to the Ministry of Natural Resources and Environment by June 15th. All entities must complete and report their implementation results to the Ministry of Natural Resources and Environment by December 15, 2025.
