Vietnam’s Prime Minister Phạm Minh Chính met with Cambodian Prime Minister Hun Manet and Lao Prime Minister Sonexay Siphandone in Ho Chi Minh City on February 22nd, to follow up on the conclusions of the meeting between the leaders of the three Vietnamese, Cambodian, and Lao parties.
Summary of Trilateral Cooperation Results
The meeting focused on evaluating the results of trilateral cooperation over the past period. According to Prime Minister Phạm Minh Chính, tasks assigned during Vietnam-Laos, Vietnam-Cambodia, and Vietnam-Laos-Cambodia summits, along with high-level visits from the three countries’ leaders, have been largely completed successfully. The Prime Ministers of all three countries expressed satisfaction with the significant progress in cooperation, highlighting the commitment of top leaders, ministries, and local authorities from all three nations.
Strengthening Security, Defense, and Economic Cooperation

The three countries agreed to closely coordinate to protect border security and combat transnational crimes like drug trafficking, human trafficking, and money laundering. Importantly, they affirmed that no individual or force would be allowed to use the territory of one country to harm the security of another, and together they would build a peaceful, friendly, stable, and developing border.
Economically, the three Prime Ministers agreed to continue creating favorable conditions for trade and investment, particularly cross-border trade, and to maximize the potential of border crossings. Connecting infrastructure and economic links between the three countries were also prioritized.
Cultural and Tourism Cooperation
Cultural and tourism cooperation was highlighted by the establishment of a mechanism for cooperation between the three Ministers of Culture and Tourism to unify tourism cooperation plans and implement the “One Journey, Three Destinations” tourism model.
Regional Issues
The leaders also discussed regional issues of shared concern, agreeing to coordinate in maintaining ASEAN’s unity, stance, and central role in regional matters. Promoting Mekong sub-regional cooperation was also a key objective.
Conclusion
The meeting between the Vietnamese, Cambodian, and Lao Prime Ministers reaffirmed the strong development of trilateral cooperation in various fields. The agreements reached are expected to provide momentum for increasingly effective and sustainable cooperation among Vietnam, Cambodia, and Laos.
