Prime Minister Phạm Minh Chính chaired a Government meeting on legal development on March 19, 2025. The meeting focused on four crucial legal projects: amending the Atomic Energy Law, drafting the Science and Technology and Innovation Law, creating a Law on Energy Saving and Efficiency, and proposing amendments to the Enterprise Law. This meeting occurred as the government prepares to submit approximately 30 legal bills and resolutions to the National Assembly during its ninth session.

Amended Atomic Energy Law

The Prime Minister requested a further evaluation of policies related to the Ninh Thuận nuclear power project, ensuring legal compliance upon enactment. Investment in this sector is vital for the nation’s future energy development.

Science and Technology and Innovation Law

The Prime Minister emphasized the importance of formalizing the contents of the Party Central Committee Resolution 57 and pilot policies from the National Assembly to further promote science and technology, innovation, and national digital transformation. Creating a supportive environment for innovation, risk-taking, and controlled experimental mechanisms is crucial.

Energy Saving and Efficiency Law

The Prime Minister requested a thorough review of the scope and target groups of this bill, including all five aspects: power sources, electricity consumption, use, distribution, and electricity prices. This law will encompass all producers, businesses, and consumers. The goal is to create an effective and sustainable energy management system.

Amended Enterprise Law

Prime Minister Phạm Minh Chính stressed the need to ease burdens and reduce restrictions on businesses, especially private enterprises, to motivate robust growth. The legal framework needs to be safe, transparent, and managed, while simultaneously fostering development, with a focus on output control and enhanced post-implementation monitoring.

Prime Minister Phạm Minh Chính outlined several fundamental principles in legal development:

  • Investing in institutions is investing in development: This highlights the importance of building a modern legal system suited to the country’s rapid development.
  • Innovating thinking and approaches: Laws must be practical, meet urgent and long-term needs.
  • Decisively moving away from “if we can’t manage it, then ban it”: The Prime Minister suggested framing laws in terms of frameworks, principles, and delegating detailed regulations to the government for matters within its jurisdiction.
  • Maximizing decentralization and delegation of authority: To ensure efficiency in local management and administration, reducing the burden on higher levels.
  • Management by output, promoting proactive, flexible, and creative approaches: Encouraging proactive approaches from government agencies in resolving issues.
