Vietnam’s Border Management in 2024 and Future Directions for 2025

In a complex and evolving global and regional context, Vietnam’s border management efforts in 2024 have achieved significant accomplishments. These efforts not only safeguard national sovereignty but also promote economic and social development along the borders. Let’s review the highlights of 2024 and the directions for 2025.

Notable Achievements in Border Management in 2024

1. Stable and Sustainable Land Border Development

The land borders between Vietnam and its three neighboring countries (China, Laos, and Cambodia) remained stable. The boundary systems and markers were maintained effectively, ensuring border security and order. Economic cooperation activities in border areas were also strengthened.

Effective Management and Protection of Borders and Markers

Efforts to manage and protect borders and markers were carried out efficiently, promptly addressing any emerging issues without creating hotspots. With China, both sides cooperated closely according to the three legal documents on the land border. With Laos, both countries actively reviewed and revised the 2016 Agreement on Border Management Regulations. With Cambodia, issues arising in border areas were resolved effectively.

Promoting Economic and Trade Cooperation

In 2024, many border gates were expanded and upgraded, facilitating economic exchanges. A new bilateral gate (Hong Mo – Dong Trung) was officially opened with China, and the international gate pair Long Sap – Pa Hang was inaugurated with Laos. The operation of the Ban Gioc Falls – De Thien Falls scenic area is a significant step forward in development cooperation.

2. Maintaining Peace and Stability at Sea

Vietnam’s efforts in managing and protecting maritime sovereignty in 2024 yielded notable results. Through diplomatic, legal, and information campaigns, Vietnam firmly protected its legitimate rights and interests at sea.

Resolving Disputes and Promoting Cooperation

Vietnam continued to participate in mechanisms for negotiating maritime delimitation and the Code of Conduct (COC) in the South China Sea, while enhancing dialogue with related countries. Notably, submitting the Extended Continental Shelf submission beyond 200 nautical miles to the UN Commission on the Limits of the Continental Shelf demonstrated Vietnam’s commitment to adhering to UNCLOS 1982.

Sustainable Marine Economic Development

The Ministry of Foreign Affairs actively supported ministries, sectors, and localities in implementing Resolution No. 36-NQ/TW on sustainable marine development strategies. Areas such as marine tourism, renewable energy, and aquaculture were prioritized, contributing to making Vietnam a strong maritime nation.

Future Directions for 2025

2025 will be a pivotal year, marking a new phase of development for the country. In a dynamic international and regional context, border management should focus on the following tasks:

1. Strengthening Border Management and Protection

Continue close cooperation with neighboring countries in managing and protecting borders and markers. Also, push for negotiations to resolve uncompleted boundary demarcations, particularly with Cambodia.

2. Promoting Economic and Social Development in Border Regions

Boost economic, trade, and investment activities in border regions. Effectively implement international commitments and propose new initiatives to improve the livelihoods of border residents.

3. Protecting Maritime Sovereignty

Closely monitor developments at sea, proactively propose measures to defend sovereignty and legitimate interests. Enhance international cooperation and seek support from the international community.
