The Process of Streamlining the Government Machinery
According to the plan for restructuring and streamlining the government organization, the number of entities has been reduced from 30 to 22, including 14 ministries, 3 ministerial-level agencies, and 5 subordinate government agencies. Specifically, the government machinery has reduced by 5 ministries and 3 subordinate agencies.
Specific Changes
Merger of Ministries: The government decided to merge some ministries to form new ones, including:
- Merging the Ministry of Planning and Investment with the Ministry of Finance to create the Ministry of Finance
- Merging the Ministry of Construction with the Ministry of Transport to create the Ministry of Construction
- Merging the Ministry of Agriculture and Rural Development with the Ministry of Natural Resources and Environment to create the Ministry of Agriculture and Environment
- Merging the Ministry of Information and Communications with the Ministry of Science and Technology to create the Ministry of Science and Technology
- Merging the Ministry of Labor, Invalids, and Social Affairs with the Ministry of Home Affairs to create the Ministry of Home Affairs
Establishment of New Ministries: A new Ministry of Ethnic and Religious Affairs was established based on the Committee for Ethnic Minorities taking over functions, tasks, and state management organizations related to religion from the Ministry of Home Affairs.
Reduction in Staff Numbers
The restructuring process also led to a reduction in staff numbers, including:
- Reducing 5 ministers
- Reducing 3 heads of subordinate government agencies
- Reducing 13 general directors, 519 bureau chiefs, 219 department heads, and nearly 3,303 branch chiefs
