On the morning of February 17, the National Assembly began the second week of its ninth extraordinary session. Although this working week will last only 2.5 days before the session concludes, the National Assembly is set to discuss and decide on several crucial matters, particularly the reorganization of leadership following the streamlining of the political system’s structure.
According to the agenda, the National Assembly will convene a closed session on personnel matters starting the morning of February 18, completing it by the afternoon of the same day.
In his opening remarks at the extraordinary session, Chairman of the National Assembly Tran Thanh Man stated that the National Assembly would address certain personnel-related issues within its jurisdiction, ensuring that newly organized structures operate effectively and efficiently to meet the country’s developmental needs in the upcoming phase.

In addition to personnel matters, the National Assembly will deliberate on the Draft Resolution piloting policies to resolve obstacles in science, technology, and innovation activities; special mechanisms and policies for investing in the Ninh Thuan nuclear power project; and plans to increase the charter capital of the parent company – Vietnam Expressway Corporation (VEC) during the 2024-2026 period.
The National Assembly will also hold a separate session on the organizational structure of the Government and the composition of members of the XVth-term Government.
Four key legislative amendments will be reviewed and voted on during this session: the amended Law on Government Organization; the amended Law on Local Government Organization; the amended Law on Promulgation of Legislative Documents; and the Law amending certain provisions of the Law on the Organization of the National Assembly.
Several important draft resolutions will also be put to a vote, including the resolution on the organization of National Assembly bodies and the revised resolution on the number of members of the Standing Committee of the XVth-term National Assembly.
Additionally, National Assembly delegates will vote on the resolution supplementing the 2025 socio-economic development plan with an 8% growth target; the resolution addressing issues related to the restructuring of state agencies; the resolution on special mechanisms and policies for the Ninh Thuan nuclear power project; and the resolution piloting policies to resolve challenges in science, technology, and innovation.
The resolution on the investment policy for the Lao Cai – Hanoi – Hai Phong railway line; and the resolution piloting special mechanisms and policies to develop urban railway networks in Hanoi and Ho Chi Minh City will also be voted on during the final day of the ninth extraordinary session.
According to Chairman Tran Thanh Man, the resolutions passed during this session aim to promptly address difficulties and obstacles to boost the nation’s socio-economic development while establishing special mechanisms and policies for key national projects.
Notably, the laws and resolutions being adopted are linked to the ongoing restructuring and streamlining of government organizations. Mr. Man emphasized that these measures will effectively implement the Communist Party Central Committee’s directives on restructuring and streamlining the political system to ensure efficient, effective operations.
This effort aims to “upgrade and elevate” the quality and efficiency of government agencies, organizations, and units after restructuring. The primary goal is to reduce overlapping entities, eliminate intermediate levels, clearly define roles and authorities based on constitutional mandates, enhance decentralization, and transition from “pre-check” to “post-check” methods while strengthening inspections, supervision, and control of power.
The ninth extraordinary session of the XVth-term National Assembly is scheduled to conclude on the morning of February 19.
