On February 12th, a video clip circulated on social media showing a traffic light continuously flashing red without turning green after the countdown ended at the intersection of Nguyen Van Huyen and Nguyen Khanh Toan (Caugiay District, Hanoi).

According to the footage, during the same afternoon, a car driver stopped at the stop line at the intersection of Nguyen Van Huyen and Nguyen Khanh Toan. When the 99-second red light countdown ended, the traffic light continued to flash red and did not change to green.

After witnessing this, the driver hesitated to move despite being honked by drivers behind them urging him to proceed.

Regarding this incident, on the evening of February 12th, a representative from Highway Traffic Police Unit No. 6 (Hanoi Traffic Police Department) informed Dân trí that the continuous flashing and failure to turn green is a normal occurrence. This process is known as the transition between traffic signal cycles.

According to the representative, during peak morning hours (from 6 AM to 8:30 AM) and peak afternoon hours (from 4:30 PM to 7 PM), traffic lights switch from low traffic periods to high traffic periods and vice versa.

“The transition period lasts about 1-2 minutes with the traffic lights flashing before stabilizing and returning to normal operation. It is not due to malfunction or technical issues,” the representative from Highway Traffic Police Unit No. 6 explained.

Previously, on January 13th, a representative from the General Traffic Police Department (Ministry of Public Security) stated that traffic police forces nationwide are conducting comprehensive inspections and reviews of the traffic light system. They aim to identify and recommend replacements or repairs for faulty or defective units.

According to the General Traffic Police Department, during operation, police will adjust signal cycles to suit local conditions. The goal is to ensure smooth traffic flow and accurate enforcement of violations, ensuring offenders are convinced of the justice in their penalties.
