In attendance were Comrades: Trần Cẩm Tú, Member of the Politburo and Permanent Secretary of the Party Central Committee; Nguyễn Duy Ngọc, Member of the Politburo, Secretary of the Party Central Committee, and Chairman of the Central Inspection Committee; Lê Hoài Trung, Secretary of the Party Central Committee, and Secretary of the Party Central Office; other Members of the Party Central Committee, and leaders of the Party Central Office.
At the meeting, Nguyễn Duy Ngọc, Member of the Politburo, Secretary of the Party Central Committee, and Chairman of the Central Inspection Committee officially handed over the duties of Secretary of the Party Central Office to Comrade Lê Hoài Trung, Secretary of the Party Central Committee, and Secretary of the Party Central Office.
In his speech at the meeting, President Tô Lâm emphasized that although Comrade Nguyễn Duy Ngọc held the position of Secretary of the Party Central Office for a relatively short period, he had successfully upheld the traditions of the Party Central Office, working in unity with the leadership team to accomplish all assigned tasks, including several notable achievements. The 2024 tasks of the Politburo and the Secretariat were completed early with high quality, characterized by strong commitment, responsibility, proactivity, and creativity in advisory work.
President Tô Lâm highlighted that Comrade Lê Hoài Trung is a capable officer with extensive experience, well-trained, and tested through various leadership positions both domestically and internationally. He expressed confidence that in his new role, Comrade Lê Hoài Trung, along with the leadership team of the Party Central Office and its staff, will excel in fulfilling their assigned tasks.
President Tô Lâm noted that this is the final year of the XIII Congress term, and the entire party, people, and political system are accelerating efforts to achieve the goals set by the XIII Congress resolutions. The whole system is implementing the conclusions of the Central Committee, summarizing Resolution No. 18 on streamlining organizational structures, and preparing for the upcoming Party Congresses at various levels leading up to the XIV Congress. Therefore, the responsibilities of the Party Central Office are very significant.
President Tô Lâm stressed the need to focus on directing and striving to build the Party Central Office as a model agency of the Party in all areas of work. He urged maintaining unity and consistency within the leadership team of the Party Central Office and throughout the entire agency, accelerating the pace and progress, and demonstrating decisiveness, proactivity, and creativity in advisory work. Special attention should be given to strategic advisory work, as well as monitoring and ensuring timely completion of important Party tasks.

President Tô Lâm requested a focused effort to build a cadre of officers at the Party Central Office that meets current demands, upgrading and enhancing the operational capacity of the office. He also emphasized the need to complete the organizational restructuring of the Party Central Office but stressed the importance of building a cadre of officers who can meet the country’s requirements in the current phase.
President Tô Lâm emphasized that the Party Central Office, as the permanent body of the Steering Committee for Resolution No. 57 and the lead agency for the digital transformation project in the Party, must strengthen the application of science and technology in advisory work. They must be pioneers in digital transformation, transitioning from traditional advisory methods to data-driven, automated advisory systems that support leadership, direction, and management based on data.
President Tô Lâm expressed confidence that the officers, civil servants, and employees of the Party Central Office, especially Secretary Lê Hoài Trung, will continue to leverage their strengths, remain dynamic and creative, and uphold the traditions of the Central Committee: “Absolute loyalty, unity, creativity, dedication, thoroughness, and adherence to principles.”
President Tô Lâm hopes that Secretary Lê Hoài Trung and the leadership team of the Party Central Office will continue to strive and lead the office to successfully fulfill the tasks assigned by the Politburo and the Secretariat.
In his speech at the handover meeting, Nguyễn Duy Ngọc, Member of the Politburo, Secretary of the Party Central Committee, and Chairman of the Central Inspection Committee, expressed his gratitude to the Party’s leadership, members of the Politburo, and the Secretariat; the leadership of the Party Central Office; and the contributions and responsibilities of the staff in various offices under the Party Central Office. These factors have been crucial in completing tasks during his tenure.
Comrade Nguyễn Duy Ngọc emphasized that the Party Central Office is a highly united, dedicated, intelligent, and hardworking team, always adhering to principles in their work. This is an essential foundation that needs to be further developed to ensure the office remains a strategic, critical, and confidential body of the Party Central Committee. He affirmed his continued cooperation and trust in Comrade Lê Hoài Trung’s ability to take over and lead the office effectively in the new phase.
Expressing his joy and honor at being entrusted with the new role, Comrade Lê Hoài Trung, Secretary of the Party Central Committee, and Secretary of the Party Central Office, emphasized that this is both an honor and a significant responsibility.
Comrade Lê Hoài Trung pledged to actively study and research new issues, enhance his capabilities, and work diligently, alongside the leadership, officers, civil servants, and employees of the Party Central Office, to maintain unity and consistency; uphold the tradition of “Absolute loyalty, unity, creativity, dedication, thoroughness, and adherence to principles”; and carry forward the achievements and results established by previous generations of leaders under the leadership of the Central Committee, directly guided by the Politburo and the Secretariat, particularly the General Secretary and the Permanent Secretary.
Recognizing the heavy responsibilities ahead for the Party Central Office, Secretary Lê Hoài Trung expressed hope for continued support, leadership, guidance, and assistance from the General Secretary, the Permanent Secretary, members of the Politburo, and the Secretariat; close collaboration with central ministries and local authorities; and especially the support and assistance of the leadership team and staff of the Party Central Office to successfully fulfill their tasks.
